A busload of prisoners is attacked by the New Federalist Army, an anti-government militia group. The group frees their leader, Vincent Mulroy, and four other prisoners. Nash arrives on the scene and recaptures one of the escapees, Tracy Arnot. Arnot, known as the "Mad Butcher of North Beach," is a gourmet chef who Nash and Joe interrogate by tempting Arnot with food. Arnot identifies Desmond Cole as the Field Commander who planned the attack on the bus, and Arnot identifies Sophia Kidwell, Cole's girlfriend.
Meanwhile, Nash faces a crisis with Lisa, his first ex-wife, when she plans to move to Baltimore to start another business. Cassidy, Nash's daughter, is distressed by Lisa's plan and asks to move in with her father.
Nash and Joe go to interrogate Sophia Kidwell. Sophia, an eccentric, forces Joe to buy a case of her "America 100" all-purpose cleaning fluid in exchange for information about the New Federalist Army's master plan to take over the government, and of Vincent Mulroy's plan for revenge.
Vincent wants his daughter, whom Vincent has never seen, back. Vincent's daughter Riley, along with his wife, are in the Witness Protection Program because they testified against Vincent in the killing of an IRS agent. Vincent sends two hitmen to kill Tristen Bodean, because Bodean slept with his wife. Nash and Joe prevent the hit on Bodean by killing the two hitmen.
Luscious Mancriff, another of the escapees, is released by Mulroy, but not before they exchange contact information to buy weapons from Luscious' mother, a gun dealer. Luscious visits his mom, followed by Mulroy's men. The group acquires Uzi sub-machineguns from Mrs. Mancriff, but they decide to rip her off. In the ensuing shootout, Luscious and his mom are killed. Nash and Joe arrive to discover Mulroy's cellular phone number left in Luscious' pocket. Mulroy and Cole barely escape by jumping their car across the raised Third Street bridge. Nash taunts Mulroy via cellular phone.
Meanwhile, Nash discovers Lisa has put the house up for sale. Nash and Joe prevent the prospective sale, but leave a sulking Cassidy alone in her room. Mulroy and Cole break in to Lisa's house and kidnap Cassidy. Mulroy contacts Nash via cellular phone and demands a ransom exchange of Cassidy for his daughter. Nash tells Lisa, and Mulroy's wife and daughter refuse to participant. Using a device to pinpoint the location of Mulroy's cellular phone, Nash and Joe discover the ragged headquarters of the New Federalist Army. Joe uses the "America 100" cleaning fluid as an explosive diversion as Nash sneaks into the camp. Nash rescues Cassidy after killing Mulroy. Lisa changes her mind about selling the house and moving after the safe return of Cassidy.
