Nash and the Special Investigations Unit (SIU) are out to dinner at a Chinese restaurant. A dispute breaks out in the restaurant. A young man has drawn a gun on Tommy Luck, the local shady businessman/mobster. Nash and Joe intercede, arresting the young man named David Chung.
From a search of David's belongings, Nash and Joe find the name of a boat docked in the Port of Oakland. Nash and Joe find a load of illegal immigrants from China hiding in the cargo and arrest Jong, the manager of the people smuggling operation. Jong works for Tommy Luck, who charges $15,000 per head to smuggle people in.
Meanwhile, dad Nick has acquired a pinball machine and tries to break the 100,000 point record on the machine. Evan takes his turn at Rotational Duty guarding the Mayor. Evan bumps into Nash's ex-wife Lisa and makes a pass at Lisa. All the members of SIU are required to visit the police psychiatrist once a year and Joe is first to visit. Harvey arrests a woman selling fake IDs and cannot pinpoint her past or her identity.
David reveals to Nash that he paid Tommy Luck to smuggle his parents over, but Luck has hidden his parents. David agrees to testify against Luck - in retaliation, Wai-Po kills David's mother. Wai-Po is a party leader retaliating against David's parents for writing their dissident newsletter in China. David finds out and escapes from police custody to get revenge.
Nash and Joe arrive too late to save David as he is kidnapped by Luck's thugs. One of Luck's thugs is killed during the shoot-out, but Nash and Joe use the corpse to trick Jong into revealing the location of the illegal people. Nash and Joe invade the underground tunnel to rescue the people, but David is also there. Nash kills Tommy Luck and convinces David not to kill Wai-Po.
Harvey discovers the identity of the woman as Cynthia Rocklin, a former SDS member involved in a fatal 1973 draft board bombing. Nick breaks his 100,000 record with the help of Whitney, his nurse. After Evan and Harvey visits the psychiatrist, Nash takes his turn.
